(3) FOR ANY PUBLIC USES AND PURPOSES IN THE MANOR OF CHEDDLETON PROVIDED THAT NO MORE THAN ONE-THIRD OF THE YEARLY INCOME SHALL BE APPLIED IN THIS MANNER.
