(3) IN EXCEPTIONAL CASES THE TRUSTEES MAY DECIDE TO ASSIST SOMEONE (WHO IS OTHERWISE QUALIFIED) WHO IS: (A) RESIDENT OUTSIDE THE AREA OF BENEFIT; OR (B) ONLY TEMPORARILY RESIDENT IN THE AREA OF BENEFIT.
