(B) TO RELIEVE, EITHER GENERALLY OR INDIVIDUALLY, CHAPLAINS OR FORMER CHAPLAINS OR THE DEPENDANTS OF SUCH PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
