(B) BY THE RELIEF OF WIDOWS, CHILDREN AND OTHER DEPENDENTS OF SUCH PERSONS, BEING IN NEED OF FINANCIAL ASSISTANCE PARTICULARLY WHERE SUCH NEED SHALL ARISE THROUGH ACCIDENT TO OR INCAPACITY OR DEATH OF SUCH PERSONS.
