(B) TO PROMOTE HIGH STANDARDS OF TOWN PLANNING AND ARCHITECTURE IN THE AREA OF BENEFIT. (C) TO SECURE THE PRESERVATION, CONSERVATION, DEVELOPMENT AND IMPROVEMENT OF FEATURES OF GENERAL PUBLIC AMENITY OR HISTORIC OR PUBLIC INTEREST IN THE AREA OF BENEFIT.
