TO PROMOTE THE EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING) OF PERSONS UNDER THE AGE OF 25 YEARS ONE OR BOTH OF WHOSE PERENTS RESIDE IN THE SAID AREA AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
