(2) TO PROVIDE FACILITIES FOR PERSONS SATISFYING THE ABOVE CONDITIONS OF RESIDENCE WHO HAVE NEED THEREOF BY REASON OF THEIR AGE IMFIRMITY OR DISABLEMENT OR POVERTY FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
