II) TO ADVANCE RECREATIONAL AND OTHER LEISURE TIME OCCUPATION FOR CHILDREN AND OTHER INHABITANTS OF SYLVANIA PARK, EXETER AND ITS IMMEDIATE SURROUNDINGS, IN THE INTERESTS OF SOCIAL WELFARE, THAT THE CONDITION OF LIFE OF SUCH PERSONS MAY BE IMPROVED.
