TO PROMOTE HIGH STANDARDS OF PLANNING AND ARCHITECTURE IN OR AFFECTING THE AREA OF BENEFIT. 4. TO PROMOTE GOOD RACE RELATIONS IN THE AREA OF BENEFIT BY ENDEAVOURING TO ELIMINATE DISCRIMINATION ON GROUNDS OF RACE AND ENCOURAGING EQUALITY OF OPPORTUNITY BETWEEN PERSONS OF DIFFERENT RACIAL GROUPS.
