(A) TO PROMOTE THE WELL BEING OF THE COMMUNITY RESIDENT IN THE WARDS OF BURRATON, ST STEPHENS, PILL AND ESSA BY ASSOCIATING THE LOCAL AUTHORITIES, VOLUNTARY ORGANISATIONS AND RESIDENTS IN A COMMON EFFORT TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES FOR PHYSICAL AND MENTAL TRAINING AND RECREATION AND SOCIAL, MORAL AND INTELLECTUAL DEVELOPMENT, AND TO FURTHER HEALTH, AND TO FOSTER A COMMUNITY SPIRIT FOR THE ACHIEVEMENT OF THESE AND OTHER CHARITABLE OBJECTS(B) TO PROVIDE AND MAINTAIN A COMMUNITY CENTRE FOR THE USE OF THE INHABITANTS OF THE ABOVE WARDS WITHOUT DISTINCTION OF POLITICAL,RELIGIOUS OR OTHER OPINIONS, INCLUDING USE FOR MEETINGS, LECTURES AND CLASSES AND FOR OTHER FORMS OF RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS. THE SAID LAND AND BUILDING SHALL BE HELD UPON TRUST FOR THE PURPOSES OF A VILLAGE HALL AS AFORESAID
