12) (a) In assisting pupils to attend schools, institutions, or classes for purposes of education other than elementary, by paying their fees or travelling or other incidental expenses, or by providing them with maintenance allowances.(b) In providing maintenance allowances at Public Elementary Schools for pupils over the age of 11, especially those who are attending courses of advanced instruction organised in such schools for the older or more intelligent children.Provided that candidates for benefits under the foregoing paragraphs (a) and (&) shall be boys or girls resident in the Parish of Wiveton, who, in the opinion of the Trustees, are in need of financial assistance.(c) In otherwise promoting the education, including social and physical training, of boys and girls of the poorer classes in the said Parish.13) The trustees may also apply income in providing special facilities, additional to those ordinarily afforded by the Local Education Authority, in or near the parish of Wiveton, for the instruction of children or young persons who are or have been in attendance at a Public Elementary School in any subjects of practical or technical instruction or cultural education suitable to the circumstances of the neighbourhood. For this purpose (a) The Trustees may, after consultation with the Local Education Authority provide land or suitable buildings, and, so far as the instruction is not given in connection with Public Elementary Schools, may provide tools, seeds, and other apparatus and materials and pay a competent person to give instruction, and may, subject to such consultation as aforesaid, make rules for the formation of classes and the management of the premises including the disposal of any produce in defraying the expenses incurred or in such manner as will encourage the scholars in industry. (b) The Trustees may, if they think fit, make payments to the County Council, to be credited in aid of the County Fund, in consideration of the provision by the Council of such instruction as aforesaid for the benefit of the said Parish.
