(4) IN PROVIDING BOOKS FOR A SCHOOL LIBRARY TO BE MAINTAINED FOR SCHOLARS ATTENDING ANY PUBLIC ELEMTARY SCHOOL OR EVENING SCHOOL IN THE BENEFICIAL AREA OF FOR PAST SCHOLARS AS AFORESAID BONA-FIDE RESIDENT IN THE BENEFICIAL AREA AND NOT MORE THAN 21 YEARS OF AGE, FOR THE PURPOSE OF PURSUING THEIR EDUCATION.
