(C) IN AWARDING SCHOLARSHIPS OR MAINTENANCE ALLOWANCE TO ENABLE BENEFICIARIES TO TRAVEL ABROAD TO PURSUE THEIR EDUCATION. (D) IN OTHERWISE PROMOTING THE EDUCATION OF BENEFICIARIES.
