(B) TO ENCOURAGE AND DEVELOP THE PLAYING OF ALL GAMES, SPORTS AND PASTIMES AS AFORESAID WITH A VIEW TO PROMOTING THE PHYSICAL AND MORAL WELFARE AND THE SAFETY OF THE POPULATION AND TO EXTEND THE BENEFITS OF PLAYING FIELDS, PLAYGROUNDS AND OPEN SPACES TO ALL MEMBERS OF THE COMMUNITY.
