B) DEVELOPMENT OF ARTISTIC AND MUSICAL TASTE AMONG PERSONS WHO BY REASON OF THEIR FINANCIAL STATUS OR BACKGROUND WOULD NOT OTHERWISE ENGAGE WITH THE ARTS OR MUSIC.
