1. TO CREATE A BASE FOR ECONOMIC REGENERATION IN ORDER TO REDRESS THE IMBALANCE OF THE ECONOMIC BACKWARDNESS THAT EXISTS WITHIN THE AFRO CARIBBEAN COMMUNITY. 2.
