PREFERENCE SHALL BE GIVEN TO PERSONS QUALIFIED AS AFORESAID WHO HAVE RESIDED FOR NOT LESS THAN ONE YEAR IN THE AREA FOR THE FORMER COUNTY BOROUGH OF WEST HARTLEPOOL AS CONSTITUTED IN THE YEAR 1966.
