(1) TO RELIEVE IN CASES OF NEED IN EITHER OR BOTH OF THE FOLLOWING WAYS CHILDREN AND YOUNG PERSONS WHO ARE ORDINARILY RESIDENT IN THE METROPOLITAN DISTRICT OF THE CITY OF BRADFORD WITH A PREFERENCE FOR BOYS SO RESIDENT AT LEAST ONE OF WHOSE PARENTS HAS DIED: (A) FOR RELIEF IN NEED IN ACCORDANCE WITH THE PROVISIONS HEREINAFTER CONTAINED. (B) FOR THE PROMOTION OF EDUCATION IN ACCORDANCE WITH THE PROVISIONS HEREINAFTER CONTAINED (2). (A) TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS QUALIFIED AS AFORESAID BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS, SERVICES, OR FACILITIES CALCULATED TO REDUCE THE NEED, HARDSHIP OR DISTRESS OF SUCH PERSONS.
