(3) IN OTHERWISE PROMOTING THE EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING) OF PERSONS UNDER THE AGE OF 25 YEARS WHO ARE RESIDENT IN THE SAID RURAL DEANERY AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
