II) TO PROMOTE HIGH STANDARDS OF PLANNING IN THE AREA OF BENEFIT. III) TO SECURE THE PRESERVATION, PROTECTION, DEVELOPMENT AND IMPROVEMENT OF FEATURES HISTORIC OR PUBLIC INTEREST IN THE AREA OF BENEFIT. IV) TO CONSIDER ANY PROPOSALS OUTSIDE THE AREA OF BENEFIT WHICH HAVE AN IMPACT UPON IT.
