(3) THE ADVANCEMENT OF THE EDUCATION OF THE YOUTH OF THE AREA THROUGH THEIR LEISURE TIME ACTIVITIES SO AS TO DEVELOP THEIR MENTAL AND SPIRITUAL CAPACITIES THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY. (4)THE RELIEF OF POVERTY, SICKNESS, DISABILITY, OLD AGE AND CONDITIONS OF NEED,IN PARTICULAR BY THE PROVISION OF HOUSING AND DAY AND DOMICILIARY CARE FACILITIES AND SERVICES WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE.
