(1)SUBJECT TO PAYMENT OF THE EXPENSES AFORESAID THE GOVERNORS SHALL APPLY THE INCOME OF THE CHARITY IN PROMOTING THE STUDY OF THEOLOGY BY PERSONS WHO ARE UNIVERSITY GRADUATES AND WHO INTEND TO BECOME OR ALREADY ARE MEMBERS OF THE CLERGY OF THE CHURCH IN WALES AND WHO WERE BORN IN OR ARE NOW RESIDENT IN WALES AND WHO HAVE AN ADEQUATE KNOWLEDGE OF THE WELSH LANGUAGE BY THE AWARD TO SUCH PERSONS OF EXHIBITIONS (TO BE CALLED POWIS EXHIBITIONS) TENABLE AT ANY UNIVERSITY OR THEOLOGICAL COLLEGE APPROVED FOR THE PURPOSE BY THE GOVERNORS.(2) WITHIN THE LIMITS PRESCRIBED BY THIS SCHEME THE GOVERNORS SHALL HAVE FULL POWER TO MAKE RULES FOR THE AWARD OF THE EXHIBITIONS INCLUDING RULES AS TO THEIR VALUE AND PERIOD OF TENURE AND THE QUALIFICATIONS AND METHOD OF ASCERTAINMENT AND SELECTION OF CANDIDATES FOR BENEFIT.
