TO APPLY THE YEARLY INCOME IN PROMOTING AND ENCOURAGING THE EDUCATION OF ARTS STUDENTS STUDYING IN THE BOROUGH OF BLACKBURN WITH DARWEN (THE BOROUGH) BY AWARDING AN ARTS STUDENT OF THE YEAR PRIZE OR PRIZES TO A STUDENT OR STUDENTS ATTENDING COURSES INVOLVING THE FINE ARTS IN THE FACULTY OF CREATIVE ARTS AND DEVELOPMENT STUDIES (THE FACULTY) AT BLACKBURN COLLEGE IN LANCASHIRE.IF IN ANY YEAR THERE SHALL BE NO CANDIDATE OF SUFFICIENT MERIT THE TRUSTEES MAY USE THE INCOME OF THAT YEAR TO AUGMENT THE AMOUNT OR NUMBER OF PRIZES IN THE FOLLOWING YEAR OR MAY APPLY THE INCOME IN THE PROVISION OF ART BOOKS, MATERIALS OR EQUIPMENT FOR USE BY ARTS STUDENTS STUDYING ART IN THE FACULTY OR ELSEWHERE IN THE BOROUGH.
