THE SCHEME OF 19TH SEPTEMBER 1899 PROVIDES IN CLAUSE 2 THAT THE YEARLY SUM OF $30 SHALL BE APPLIED IN THE ADVANCEMENT OF EDUCATION AS FOLLOWS:- (1) $5 A YEAR MAY BE APPLIED TOWARDS DEFRAYING THE COST OF THE MAINTENANCE OF ANY PUBLIC ELEMENTARY SCHOOL IN RADCLIFFE-ON-TRENT. IN SO FAR AS THE SAID SUM OF $5 IS NOT APPLIED IN ANY YEAR THE SUM SHALL BE APPLIED IN ONE OR MORE OF THE WAYS PRESCRIBED BY SUB-CLAUSE (2) OF THE CLAUSE.
