I) TO FURTHER THE INTERESTS OF DEAF-BLIND PERSONS BY EVERY MEANS AND IN EVERY WAY OPEN TO IT. DEAF-BLIND TO INCLUDE THOSE SUBSTANTIALLY DEPRIVED OF SIGHT AND HEARING. III) TO BUILD OR PURCHASE AND MAINTAIN FLATS, GUESTHOUSES SHELTERED AND OTHER ACCOMMODATION FOR THE BENEFIT AND USE OF DEAF-BLIND PEOPLE. IV) TO ENCOURAGE THE SIGHTED HEARING PUBLIC AT LARGE TO BE AWARE OF THE NEEDS AND CAPABILITIES OF THE DEAF-BLIND. V) TO PROVIDE AND ENCOURAGE PROVISION OF FACILITIES FOR THE HELP, COMFORT AND INSTRUCTION OF THE DEAF-BLIND INCLUDING THE ESTABLISHMENT OF REGIONAL OFFICES DIVISIONS AND CLUBS FOR THE DEAF-BLIND.
