II) TO HELP THE DEAF-BLIND TO LIVE AS USEFUL MEMBERS OF ANY COMMUNITY IN WHICH THEY MAY FIND THEMSELVES AND WHENEVER AND WHEREVER POSSIBLE TO ENCOURAGE AND SUPPORT CONTACT AND FRIENDSHIP BETWEEN THE DEAF-BLIND AND SIGHTED HEARING PERSONS. III) TO BUILD OR PURCHASE AND MAINTAIN FLATS, GUESTHOUSES SHELTERED AND OTHER ACCOMMODATION FOR THE BENEFIT AND USE OF DEAF-BLIND PEOPLE. IV) TO ENCOURAGE THE SIGHTED HEARING PUBLIC AT LARGE TO BE AWARE OF THE NEEDS AND CAPABILITIES OF THE DEAF-BLIND. V) TO PROVIDE AND ENCOURAGE PROVISION OF FACILITIES FOR THE HELP, COMFORT AND INSTRUCTION OF THE DEAF-BLIND INCLUDING THE ESTABLISHMENT OF REGIONAL OFFICES DIVISIONS AND CLUBS FOR THE DEAF-BLIND.
