(I) TO ADVANCE FOR THE BENEFIT OF THE PUBLIC THE EDUCATION OF YOUNG PERSONS WHO SUFFER PHYSICAL, MENTAL OR SENSORY IMPAIRMENT (II) IN THE INTERESTS OF SOCIAL WELFARE TO ORGANISE OR PROVIDE FACILITIES FOR SPORT AND RECREATION IN ANY PART OF THE BRITISH ISLES FOR PERSONS WHO BY REASON OF PHYSICAL, MENTAL OR SENSORY IMPAIRMENT AND WHO BY REASON OF THEIR YOUTH OR SOCIAL OR ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES.
