THE RESIDENTS SHALL BE POOR PERSONS WHO (EXCEPT IN SPECIAL CASES) TO BE APPROVED BY THE CHARITY COMMISSIONERS ARE INHABITANTS OF THE PARISH OF CIRENCESTER AND THE ADJOINING PARISHES WITH A PREFERENCE FOR PERSONS WHO ARE MEMBERS OF THE SOCIETY OF FRIENDS.
