22. Application of income: (1) the Managing Trustees shall apply the clear income of the said Charity numbered 2 in or towards providing such special benefits of any kind not normally provided by the local education authority for Great Waltham Voluntary Controlled Primary School or Ford End Church of England Primary School as may from time to time be agreed between the Managing Trustees and the Governors of the school. (2) Subject thereto the Managing Trustees shall apply the said income for the promotion of education of persons resident in the Ecclesiastical Parish of Great Waltham with Ford End or children attending the schools mentioned in clause 22(1) even if resident outside the parish who are in need of financial assistance in such ways as the Managing Trustees shall think fit and in particular but without prejudice to the generality of this sub-clause in one or more of the following ways: (i) in awarding to such persons scholarships, exhibitions, bursaries, grants and maintenance allowances tenable at any school, university, college of education, or other institution of further (including professional and technical) education approved for the purpose by the Managing Trustees: (ii) in providing financial assistance, outfits, clothing, tools, instruments or books to assist such persons to pursue their education (including the study of music and other arts), to undertake travel in furtherance thereof, or to prepare for and enter a profession, trade, occupation or service on leaving school, university or other educational establishment. iii) in relieving poverty affecting children currently attending either of the schools mentioned in clause 22(1), provided (a) that the Head Teacher of the school has so recommended and (b) the case does not fall within any of the preceding provisions of clause 22.(3) If and in so far as income in any year cannot be applied in accordance with sub-clause (2) of this clause the Managing Trustees may apply the same for the promotion of education of persons resident in all or any of the Ecclesiastical Parishes of Great Leighs, Little Leighs, Little Waltham and Pleshey who are in need of financial assistance. (4) Within the limits prescribed by this Scheme the Managing Trustees shall have full power to make rules for the award of scholarships, exhibitions, bursaries, maintenance allowances and other benefits, including rules as to the value and duration of tenure of the awards, and the qualifications, method of ascertainment and selection of candidates for benefit. (5) The Managing Trustees shall have regard to the desirability of consulting the local education authority as to their general action under this clause and, if occasion requires, as to the educational qualifications of candidates for benefits. 6) In allocating benefits in accordance with the provisions of sub clauses (2) and (3) of this clause the Managing Trustees shall have regard to the promotion of education in accordance with the principles and doctrines of the Church of England.
