(D) TO PROVIDE VOCATIONAL TRAINING AND WORK EXPERIENCE FOR YOUNG PERSONS FOR A PERIOD NOT EXCEEDING TWELVE MONTHS IN ORDER THAT THEY MAY OBTAIN GAINFUL EMPLOYMENT.
