(2) THE REMAINING ONE EQUAL PART OF THE INCOME IN RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE AREA OF BENEFIT WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS (FOR FURTHER DETAILS SEE CLAUSE 27 OF SCHEME)
