SUBJECT TO PAYMENT OF THE EXPENSES AFORESAID THE TRUSTEES SHALL APPLY UP TO ONE HALF OF THE YEARLY INCOME OF THE MILLS EDUCATIONAL FOUNDATION IN OR TOWARDS PROVIDING SUCH SPECIAL BENEFITS OF ANY KIND NOT NORMALLY PROVIDED FROM CENTRAL GOVERNMENT FUNDS AS MAY FROM TIME TO TIME BE AGREED BETWEEN THE TRUSTEES AND THE SCHOOL GOVERNORS OF THOMAS MILLS HIGH SCHOOL.TO APPLY THE RESIDUE OF THE SAID YEARLY INCOME IN PROMOTING THE EDUCATION OF CHILDREN AND YOUNG PERSONS WHO RESIDE OR ATTEN SCHOOL IN FRAMLINGHAM AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
