TO REDUCE THE DISTRESS, POVERTY AND DISADVANTAGEOUS EFFECTS ON VICTIMS AND WITNESSES OF CRIME AND OTHER FORMS OF HARMFUL BEHAVIOUR INCLUDING THE FAMILIES AND FRIENDS OF SUCH PERSONS AND OTHERS AFFECTED WHO ARE IN NEED; 3. TO PROMOTE GOOD CITIZENSHIP AND GREATER PUBLIC PARTICIPATION IN THE PREVENTION AND SOLUTION OF CRIME 4.
